
Within the meaning of section 8 of Act no. 302/2001 of the Statute concerning self-government of higher territorial units (self-government regions act), in matters of territorial administration a self-governing region can render generally binding ruling (hereinafter ‚ruling‘) which must not be at variance with the Constitution of the Slovak Republic, constitutional acts, and international agreements with which were consented by the National Council of the Slovak Republic and which were ratified and proclaimed in the way defined by law, with acts and rulings of the government.
A ruling is announced by publication of its full wording at the official board of the self-government region. Publication is a condition of its validity; moreover, the ruling is published also on the spot by usual means.
